I have the honour to inform you that there is
the expectation before the end of this year of two
vacancies in Class I of the Administrative Service
consequent upon the retirement on pension of Mr. G.R.
Sayer and Mr. W. Schofield.

In my confidential (2) despatch of 4th April, 1938, I gave my reasons for continuing the existing
sys stem of a senior grade as against the creation of a number of senior administrative posts with varying fixed
salaries as had been suggested in previous correspondence
on the subject; and on the assumption that such a scheme was acceptable to you I took this a stage further in the
fourth paragraph of the confidential despatch of 6th
3 on 53723/38 September, 1938, with which I transmitted copies of a
report on certain anomalies in the new scales of salaries.
Page 30 of that report contains the recommendations to
which reference is there made.

The full consideration of the report on
anomalies will no doubt require some considerable time
and possibly further correspondence will be necessary;
but I should be grateful if the specific subject now in question might receive your early decision in view of the
